Inspect electrical and cooling fan module -FOUND Radiator Fan Relay to be the cause of the issue of the fans staying on. Tried removing relay to diagnose and FOUND it was over heated and the cover just came right off and that is a sign of failure. -Recommend Fan Relay First to continue diagnosis. Replaced relay and the fan is now functioning properly.
